Legatum Moves Toward $30M in Commitments for Resilio Fund

Legatum, a private investment firm with two decades of philanthropic leadership, is nearing $30 million in initial commitments for its Resilio Fund. This new initiative seeks to transform global crisis relief by shifting power and funding directly to affected communities.

The Resilio Fund is Legatum’s fourth collaborative philanthropic effort. It follows a successful four-year pilot that spanned seven countries. In this phase, over 1,000 micro-grants helped more than 500,000 people. These community-issued grants quickly restored essential services and built resilience.

From road clearing to well repairs and seed distribution, these efforts proved cost-effective, rapid, and respectful of local agency.

To kickstart the Resilio Fund, Legatum pledged $10 million as the Founding Donor. It has secured additional support from the Vitol Foundation, UBS Optimus Foundation, and Irene M Staehelin Foundation. More anchor donors are expected to join soon.

Guy Cave, President of the Legatum Foundation, emphasized, “It’s time to move from conversation to action. Communities affected by crises must lead the response. The Resilio Fund reflects our belief in this transformative shift.”

The Fund’s model centers on a survivor- and community-led response. Local NGOs receive grants, then issue trust-based micro-funding to grassroots groups. These groups use funds flexibly for immediate needs food, water, tools, and more.

Unlike traditional top-down models, Resilio removes bureaucracy. It prioritizes proximity, flexibility, and trust, enabling rapid and context-aware action.

Tom Hall, CEO of UBS Optimus Foundation Network, stated, “We are proud to partner with Legatum on Resilio. Empowering local groups has proven effective in our crisis work.”

Federico Motka of Vitol Foundation added, “Resilio sets a new humanitarian standard. Local responders know best what’s needed. This approach ensures aid is fast, dignified, and sustainable.”

Legatum also announced it will soon reveal the Resilio Fund’s inaugural CEO. Additional donor discussions are ongoing, with updates expected later this year.
