Citi Joins Japan-U.S. Strategic Investment Initiative

Strategic Investment Initiative

Citi has joined the Japan-U.S. Strategic Investment Initiative through a syndicated loan facility worth approximately US$4.6 billion. Citi participated as both a lender and agent through Citibank, N.A., Tokyo Branch. The financing supports U.S. entities established and funded by the Japan Bank for International Cooperation (JBIC).

The transaction focuses on investments in natural gas-fired power generation projects. These projects are located in Pennsylvania and Texas. The financing supports Japan Invest 4 LLC and Japan Invest 5 LLC. JBIC established both companies as U.S. investment companies. Furthermore, private-sector financial institutions provide part of the financing. Nippon Export and Investment Insurance (NEXI) covers that portion through insurance.

The transaction marks the first investment under the second wave of projects. These projects form part of the Strategic Investment Initiative. The initiative follows the Memorandum of Understanding on Strategic Investment. The Governments of Japan and the United States announced the agreement in September 2025.

The projects aim to address rising electricity demand across the United States. They also target infrastructure needs created by artificial intelligence and advanced industries. Data centers represent a key part of this growing infrastructure demand. Therefore, reliable energy infrastructure remains increasingly important for digital expansion.

Energy Infrastructure Supports AI Growth

The Japan-U.S. Strategic Investment Initiative also aims to strengthen critical infrastructure cooperation. The two projects will support electricity generation in major U.S. markets. They will also help address infrastructure requirements linked to AI development. Moreover, collaboration between Japanese and U.S. companies could strengthen supply chain resilience. This cooperation targets critical infrastructure sectors across both countries.

The transaction connects cross-border investment with energy infrastructure development. It also brings public-sector institutions and private financial organizations together.
